The Controller manages the integration of the university finance system (Datatel) with accounting operations and actively analyzes financial information through the use of queries, spreadsheets, databases, and other reporting tools for trend analyses, forecasts, and financial ratios in conjunction with the budget office and other university entities. The Controller works collaboratively with internal and external constituents to provide maximum efficiency and customer service. Essential Duties and Responsibilities include the following. Other duties may be assigned. • MANAGE AND COORDINATE DAILY ACCOUNTING FUNCTIONS: The responsibility of the Controller is to manage and coordinate the accounting function and to coordinate financial activities with other departments of the College. • Coordinating activity takes the form of controlling accounting policy, uniform chart of accounts, uniform financial reporting, pulling together the year end consolidated financial statement, setting of daily, monthly, and annual operating schedules to obtain the timely and necessary interim and yearend financial reports. It is necessary to coordinate the accounting activities of General Accounting, Payroll Accounting, and Student Accounting to ensure the integrity of the financial system. The financial system provides financial information that is the basis of the Audited Financial Statement, and the basis of the interim financial reports that go to the Board of Trustees and the Board Financial Committee(s). Also, other management and financial reporting and other external financial reporting depend upon the integrity of the financial system. These reports include financial statements, budgetary reporting and reports to Governmental Agencies. • INTERNAL CONTROL: The Controller is responsible for setting up, implementation, and maintenance of the Internal Control system. Internal Control is designed to provide reasonable assurance that transactions are executed in accordance with management's general or specific authorization and in accordance with generally accepted accounting principles. Also, that the transactions are recorded as necessary to permit the preparation of financial statements and to maintain accountability for corporate assets. • CHART OF ACCOUNTS: It is the responsibility of the controller to establish and maintain the chart of accounts. The Controller maintains the integrity of financial reporting and allows for the establishment of budgetary control of the financial activities. It is the Controller's responsibility to ensure and maintain the integrity of the chart of accounts and to coordinate the accounting functions to accomplish this task. • BUDGETARY CONTROL: The Controller is responsible, in consultation with management, for preparing the assumptions to be used by each department in preparing its budget. The Controller is responsible for consolidating the individual departmental budgets into the divisional budget. The Controller is responsible for reporting to management significant budget variances and reasons for those variances. • FINANCIAL REPORTING: The Controller is responsible for the preparation of the interim financial reports to management and for the external financial reporting to various governmental agencies and other external reporting as required. Pulling together the audited financial statement at year end is also necessary and is a function performed in the Controller's department. • IMPLEMENTATION FINANCIAL POLICY AND PROCEDURES: The Controller is responsible for implementation of the financial policy established by Management and for developing procedures that will ensure that management's intent and authorization is executed and/or carried out in accordance with generally accepted accounting principles. • CASH FLOW: The Controller is responsible for reporting cash flow activities to management on a weekly basis and to coordinate certain cash drawdowns of student aid and research monies. • COORDINATE WITH COMPUTER DEPARTMENT/FINANCIAL SYSTEMS APPLICATIONS: The Controller is responsible for coordinating the general administrative computer activity with the accounting function so as to provide the necessary financial reporting system. This coordination is performed on a continuous basis. • PAYROLL AND SALES/USE TAXES: The Controller is responsible for the timely submission of all payroll tax and sales/use tax reporting and for the timely payment of all tax amounts due. Timely reporting and payment of taxes are important in order to avoid penalties, interest and possible attachment of assets because of late or non-payment of amounts due. • COMMUNICATION SKILLS: Communicates with a variety of individuals including administrators, deans, faculty, school business managers, internal/external auditors and department heads. Chair of various committees and coordinates financial activity between two divisions of the University. • PERFORMANCE EVALUATIONS: Evaluates subordinate managers (Assistant Controller, Student Finance Director) and the Administrative Assistant to the Controller. Supervisory Responsibilities Supervises the Accounting Office staff of non-supervisory employees. Responsibilities include interviewing, hiring, directing, appraising, and problem solving. Qualifications To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public. Mathematical Skills Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations. Reasoning Ability Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
